FY17 AFROTC & AFJROTC Cadet Orientation Flying Program - IMPORTANT INFO! Commanders and Staff, We are now ready to begin flying operations in support of AFROTC and AFJROTC for this FY. There are some changes for this FY17 year though:

First, budgets will not be allocated per school for the year by AFROTC and AFJROTC headquarters. Funds will be available on a first come, first served basis. Please work with your local schools to develop plans and determine what will be needed, and keep requests reasonable. Remember that you need to also account for aircraft maintenance and relocation of aircraft if that is necessary.

Next, there will not be an annual mission. In order to accommodate first come, first served requests we have to manage the overall budgets with each mission having an assigned budget. Please input mission requests into WMIRS to support specific events or schools on targeted dates. Requests for the rest of the FY or that are otherwise open ended will not be approved. Please plan first, and then make your requests. Flights must be completed no later than 15 September 2017. We suggest you plan to accomplish all AFROTC and AFJROTC flying by 1 June 2017 so that flights are accomplished during the school year, and we can determine what will be available for support to AFROTC and AFJROTC summer events.

Last, a new MOA specific for FY17 has not been accomplished, and we expect in the future that these missions will likely be accomplished via one standardized Ops Plan which CAP-USAF is working to develop now rather than an MOA. In the interim, the FY16 MOA has been extended and is valid for FY17. Funding allocation procedures outlined in Annex B, paragraph 2 should be disregarded, but other procedures remain valid from our understanding. AFROTC and AFJROTC may not require as much paperwork to be forwarded on their end from their detachments, but that is up to them to decide. Please support them with whatever they may need to document completion.
